Action Question: Should the Kentucky Community and Technical College System (KCTCS) Board of Regents acknowledge and approve the SJR 179 response plan as presented which utilizes the five established work teams to research and make recommendations on the 11 key areas described in the Joint Resolution?

Recommendation: That the KCTCS Board of Regents acknowledge and approve the SJR 179 response plan as presented which utilizes the five established work teams to research and make recommendations on the 11 key areas described in the Joint Resolution. Please continue your work so the Board of Regents will be prepared to evaluate potential changes to KCTCS in order to meet the requirements of SJR 179.

Rationale:

  • SJR 179 requires that KCTCS shall present specific action steps on the following topics:
    • Academic programming and training offerings, including the quality of credentials and program relevancy;
    • A comprehensive statewide KCTCS workforce plan which may include financial and academic supports, comprehensive career counseling, and experiential learning elements;
    • The KCTCS geographic footprint, including but not limited to the need for mergers and consolidations;
    • Single system accreditation versus individual college accreditation;
    • Governance reform, including the KCTCS Board of Regents, and the 16 college boards of directors;
    • The KCTCS funding model and its adequacy, including state appropriations, existing performance funding, the funding of the system office, and modern outcome-based funding structures;
    • Tuition rates, with a commitment to ensuring affordability and return on investment;
    • The personnel system for KCTCS employees;
    • Effectiveness and affordability of dual credit course offerings;
    • Transferability of associate’s degrees to four-year institutions; and
    • Outdated or conflicting statutory language.

  • SJR 179 requires that the results be submitted to the Legislative Research Commission by December 10, 2024.
