KCTCS announces appointment of leadership staff

The Kentucky Community and Technical College System is pleased to announce the addition of Jessica Stigall as general counsel and Chris Crumrine as chief external affairs officer.

“Jessica and Chris are both outstanding additions to the KCTCS leadership team,” said President Ryan Quarles. “Their experience, leadership and vision will strengthen our work to serve students, employers and communities across the commonwealth.”

Jessica StigallStigall joins KCTCS from Morehead State University, where she served as general counsel. Prior to that, she was engaged in private practice, most recently as a partner at a Lexington-based law firm where she defended multiple state institutions in a variety of employment and education-related matters.

“It’s an incredible honor to join President Quarles’ leadership team at KCTCS,” said Stigall. “I look forward to collaborating with system stakeholders to create solutions that advance the system’s mission and impact across Kentucky.”

Stigall holds a bachelor’s degree in political science from Eastern Kentucky University and earned her juris doctorate from Northern Kentucky University’s Salmon P. Chase College of Law.

Crumrine has spent most of his career at the University of Kentucky, where he recently served asChristopher Crumrine senior director for external affairs and engagement in the Office of Government Relations and Public Policy. He previously served as director of state and federal relations for the Martin-Gatton College of Agriculture, Food and Environment and in leadership positions within the UK President’s Office.

"KCTCS plays a critical role in Kentucky higher education, providing students with high-quality pathways to a bright future and directly addressing the workforce needs of Kentucky employers," said Crumrine. "I'm excited to join Dr. Quarles' team and contribute to our forward momentum." 

Crumrine holds three degrees from UK: a bachelor’s degree in communications and two master’s degrees--one in public administration and the other in political science. He is also a doctoral candidate in political science.
