1.0 Admission for Degree, Diploma, and Certificate Credentials

All applicants meeting the appropriate academic requirements and technical standards shall be considered equally for admission to a college or to any program regardless of race, color, religion, gender, marital status, national origin, age, sexual orientation, or mental/physical disability.

For admission to a college, an applicant must submit a completed application for admission, and the college may request the completion of an entering student survey in the application process. Applicants may also be required to submit other supporting documents required under the provisions of Section IV 1.1.

Every applicant who is seeking a Form I-20 or Form DS-2019 from a KCTCS college and whose native language is other than English must present official evidence of writing and reading competency in the English language by means of a Test of English as a Foreign Language (TOEFL) report with a minimum score of 500 on the paper-based test (PBT) or 61 on the internet-based test (iBT); an International English Language Testing System (IELTS) report with a minimum overall band score of 6; a Duolingo English Test (DET) report with a minimum score of 95; a Pearson Test of English (PTE) score report of 50; a Michigan English Test (MET) report with a minimum score of 50; successful completion of the fifth level of the University of Kentucky English as a Second Language Program; successful completion of an Intensive English Program accredited by the Commission on English Language Program Accreditation (CEA) or the Accrediting Council for Continuing Education and Training (ACCET); or a transcript from an accredited US college or university or from a foreign college or university in which the English language is the primary language of instruction showing a minimum grade of "B" in college English 101 (or the equivalent) with an average grade of “B” or higher, provided the course was not delivered online. Evidence of English competency by means of an assessment instrument must have been obtained within eighteen (18) months prior to the first day of classes of the semester for which the applicant is applying. Colleges with ESL programs may admit applicants with a TOEFL PBT score of at least 400, a TOEFL iBT score of 32, an IELTS overall band score of 3.5, a DET score of 65, or a PTE score of 30 with the expectation that the student will enroll in English as a second language courses.
