Dependency Status

If you Determine Dependency Status as an Independent student, you will need to gather the following records and information for you (and your spouse if married) before attempting to complete the "Free Application for Federal Student Aid (FAFSA)".

If you Determine Dependency Status as a Dependent student, you will need to gather the following records and information for you and your parents (or step parents, if applicable) before attempting to complete the FAFSA.

  • Your (students only) driver's license and social security card
  • W-2 Forms and other records on money earned in 2009
  • 2009 U.S. income tax return (IRS Form 1040, 1040A, or 1040EZ)
  • Records of untaxed income, such as welfare, social security, TANF or ADC, or veterans benefits
  • Current bank statement
  • Current mortgage information
  • Business and farm records
  • Records of stocks, bonds, and other investments
  • Copies of documentation showing your (your spouses if applicable) or your parents (if applicable) Child support amounts received or paid-out during 2009.
  • Copies of documentation showing any other income or benefits not mentioned above or reflected in your and your spouses or your parent(s) 2009 income tax forms.
  • A copy of your High School transcript or GED (or statement of proof) may be required by the college's Admissions Office or the financial aid office before financial aid can be awarded.

How to apply for aid using the FAFSA and the (DOE) PIN

Because your U.S. Department of Education (DOE) "Personal Identification Number (PIN)" serves as your electronic signature and provides access to your personal records, it can speed up the FAFSA Application process by weeks. If you have never received a (DOE) PIN or you are unsure if you already have a PIN, please select "Apply for a PIN" for information on how to receive your PIN. Be sure to keep your PIN in a safe place once you receive it; you will be able to use the same PIN in the future to apply electronically for student aid and access your U.S. Department of Education records.

You must use the "Free Application for Federal Student Aid" (FAFSA) to apply for Federal and State aid programs offered by KCTCS colleges. You can apply electronically over the internet by using the web site at: http://www.fafsa.ed.gov. The paper version of the FAFSA may be picked up from the Financial Aid Office or the Library of a KCTCS college and most high school counselor's offices. DO NOT SUBMIT MORE THAN ONE APPLICATION. The FAFSA is also used for most state aid. The information from the FAFSA is automatically submitted to the Kentucky Higher Education Assistance Authority (KHEAA) for consideration of eligibility for the College Access Grant (CAP) other KHEAA programs.

WARNING:
You must fill out the form accurately using your exact name and Social Security number as reflected on your social security card. The information that you supply may be verified by your college, your state, or by the U.S. Department of Education. You may be asked to provide U.S. income tax returns, institution worksheets, and other information. If you cannot or do not provide these records to the financial aid office, you may not get Federal or state student aid. If you get Federal or State aid based on incorrect information, you will have to pay it back; you may also have to pay fines and fees. If you purposely give false or misleading information on your FAFSA or other requested forms, you may be fined $10,000, sent to prison, or both.

A 2010-2011 FAFSA will not be processed after June 30, 2011

Dual Enrollment

You may take classes at different colleges at the same time and wish the different enrollments to count toward your total enrollment.

Home College (Awarding Student Aid) and Delivering College are both KCTCS Colleges
If your classes are taken at different KCTCS colleges you do not need to do anything except provide documentation that the classes taken at colleges other than your home college are required for completion of your credential. Your dual enrollment will be identified by report but you must check with your student aid office regarding the required documentation that the classes taken at the other colleges count toward your degree. Your student aid paperwork is submitted to, handled by, accounted for and distributed by the Home College. The Home College is the college from which you plan to obtain a degree.

Home College (Awarding Student Aid) is a KCTCS College but Delivering College is outside KCTCS
To consider enrollment at Non-KCTCS colleges, you must pick up a Consortium Agreement form from a KCTCS college and complete the student part and provide it to the Registrar of each of the Non-KCTCS Delivering College(s). The Non-KCTCS Delivering College Registrar certifies your enrollment and forwards the completed form to the student aid office of your Home College.

In both cases the Home College Registrar verifies the classes taken from the Delivering College count toward your particular educational credential (certificate, diploma, degree) to be received from the Home College. If the classes taken from the Delivering College do not count toward the Home College credential those classes will not be included in the calculation of enrollment for eligibility purposes. In addition you are responsible for paying for all classes taken at Non- KCTCS colleges whether the classes are accepted for the degree or not.

Home College (Awarding Student Aid) is NOT a KCTCS College, but Delivering College is a KCTCS College
You need to obtain a Dual Enrollment Form from the Student Aid Office of the NON-KCTCS Home College. The Student Aid Office or the Registrar of the Delivering KCTCS College will certify the classes you are taking. Then the Awarding College (Home) can determine the enrollment status. It is your responsibility to pay the tuition to the KCTCS college by the deadline in order to avoid being dropped for nonpayment. You must contact your college to request your college's written procedures on Dual-Enrollment/Consortium Agreements.

Eligibility Requirements

To Be Eligible, You Must...

  • Be an U.S. citizen or eligible noncitizen,
  • Be registered with the Selective Service (if required),
  • Be working toward a degree, diploma or certificate,
  • Be making satisfactory academic progress (SAP),
  • Not owe a refund on a Federal grant or be in default on a Federal educational loan, and
  • Have financial need (except for the KHEAA KEES scholarship)

In Addition:

  • Less-than-half-time students may be eligible for Federal Pell Grants and some other Federal student aid programs.
  • Students who have received a bachelor's degree are not eligible for Federal Pell Grant or FSEOG but may be eligible for loans.
  • Students attending two colleges in the same enrollment period must inform both Financial Aid Offices. Students cannot receive Pell Grants at both colleges.
  • Conviction of drug distribution or possession may make a student ineligible for Federal student financial aid.

2010-2011 FEDERAL DEADLINES

  • You must complete your 2009 Federal Income Taxes before attempting to fill out the 2010-2011 FAFSA.
  • The 2010-2011 Free Application for Federal Student Financial Aid is for the 2010-2011 Academic Year.
  • The 2010-2011 FAFSA must be received by the Central Processing Center (CPS) before June 30, 2011. (See Note Below)

NOTE: A valid Student Aid Report (SAR) or a valid Individual Student Information Report (ISIR) and all other Required Backup Documentation must be on record with the college financial aid office on or before the last date you attended an eligible class or the last day of the semester (which ever occurs first).

How Often Financial Aid is Paid

The Higher Education Opportunity Act (HEOA) of 2008 reauthorized the Higher Education Act of 1965 and included an important new provision allowing the awarding up to two maximum Scheduled Pell Grants to an individual student in the same aid year. The HEOA amended the Higher Education Act so that students can receive up to two maximum Scheduled Pell Grants in a single Aid year. This is sometimes referred to as "Year Round Pell". KCTCS can now award two full Pell Grants consecutively (including Summer term), for any 12 month period.

How much Pell funds you receive will depend not only on your EFC, but also, on your cost of attendance and whether
you are a full-time or part-time student. In addition to filing the FAFSA, institutional forms must be completed for the Summer
term. These forms are available at your Student Aid Office. You may not receive Pell Grant funds from more than one college at a time even if you are enrolled at more than one college at a time. You must contact your college to request your college's written procedures on how Financial Aid funds are disbursed.

    REQUIRED BACKUP DOCUMENTATION
    In addition to needing information for completing the FAFSA, you may also be required to complete and/or furnish the following forms or information to the financial aid office.

    • Institutional Personal Information form (Varies by KCTCS institution. This form may be picked up from the college financial aid office for those college requiring the form.)
    • Your driver's license and social security card
    • W-2 Forms and other records on money earned in 2011
    • 2011 tax transcript
    • Records of untaxed income, such as welfare, social security, AFDC or ADC, or veterans benefits
    • Current bank statement
    • Current mortgage information for properties other than your home
    • Business and farm records
    • Records of stocks, bonds, and other investments
    • Copies of documentation showing your (your spouse's if applicable) or your parents (if applicable) Child support amounts received or paid-out during 2011.
    • Copied of documentation showing any other income or benefits not mentioned above or reflected in your and your spouse's or your parent(s) 2011 income tax forms
    • A copy of your high school transcript or GED (statement of proof) or (if applicable) transcripts form other colleges attended must be on file in the college financial aid or Admissions office.

    In Addition:

    • Any students selected for review in a process called "Verification" must complete a Verification Worksheet. The Verification Worksheet (PDF/150K) can be downloaded for the KCTCS financial aid website or picked up from the financial aid office.

Special Circumstances

Although the process of determining a student's eligibility for federal student aid is basically the same for all applicants, there is some flexibility. For instance, if your college's Office of Student Aid Staff believes it is appropriate, based on the documentation you provide, they can change your status from dependent to independent. In some cases, your college's Student Aid Staff may adjust your cost of attendance or the information used to calculate your Expected Family Contribution (EFC) to take into account circumstances that might affect the amount you and your family are expected to contribute toward your education. These circumstances could include a family's unusual medical or dental expenses, recent loss of employment, death or divorce of a spouse or parents for dependent students. If conditions such as these apply to you or your family, contact your local college Office of Student Aid. Check if you feel you have any other special circumstances that might affect the amount you and your family is expected to contribute. But remember, there have to be very good reasons for the Student Aid Administrator to make any adjustments, and you'll have to provide adequate proof to support those adjustments. In general, Federal Regulations cannot be appealed however some policies can be appealed and granted if the Student Aid Director/Administrator at your college thinks your request should be granted. Appeals must be presented in writing. Specific procedures are available at your college's Office of Student Aid. Also, remember that the Student Aid Administrator's decision is final and cannot be appealed to the U.S. Department of Education. You must contact your college to request written procedures on requesting professional judgment for special circumstances.

Tax Credits

The Taxpayer Relief Act of 1997 (TRA-97), passed by the U.S. Congress in August of 1997, provides assistance for students and/or their parents the opportunity for paying or saving for college. The new legislation includes tax credits for college cost and tax-sheltered education savings accounts. KCTCS colleges believe this new legislation offers you and/or your parents an excellent opportunity to save money or assist in paying for some of the costs in achieving your educational goals.

The following two tax credits are available to persons who pay higher education costs.

  • The Hope Scholarship Credit.
  • The lifetime learning credit

The following rules apply to both The HOPE Scholarship and Lifetime Learning Credits.

The amount of each credit is determined by the amount you pay for qualified tuition and related expenses for students and the amount of your modified adjusted gross income. These education credits are subtracted from your tax but they are nonrefundable. This means if the credits are more than your tax, the excess is not refunded to you. If your filing status is Married Filing Separate, you cannot claim the higher education credits.

What expenses qualify?

The credits are based on qualified tuition and related expenses you pay for you, your spouse, or a dependent you claim on your tax return. In general, qualified tuition and related expenses are tuition and fees required for enrollment or attendance at an Eligible Educational Institution. Fees for course-related books, supplies and equipment, and student activity fees are included in qualified tuition and related expenses only if the fees must be paid to the KCTCS college as a condition of enrollment or attendance. Qualified tuition and related expenses do not include the cost of insurance, medical expenses (including student health fees), room and board, transportation or similar personal, living or family expenses, even if the fee must be paid to the institution as a condition of enrollment or attendance. If you pay for qualified tuition and related expenses for an academic period that begins in the first three months of the following year, you can use the prepaid amount in figuring your credit.

Eligible Educational Institution.

KCTCS colleges are eligible accredited educational institutions and do participate in Federal Student Financial Aid program administered by the Department of Education.
