The KCTCS Plan for a Competitive Commonwealth focuses on the specific mission and mandates issued to the Kentucky Community and Technical College System (KCTCS) in the enactment of the Kentucky Postsecondary Education Improvement Act of 1997, known as HB1, and the goals set forth for Kentucky to be achieved by 2020. The plan addresses the following mission-critical components of KCTCS:
